Grease a smaller, oven-safe, and Instant Pot-safe container that can fit inside your Instant Pot. Ensure it's smaller in size to fit comfortably in the Instant Pot insert.

In the greased smaller pot, layer the ingredients as you would for the casserole. Start with a layer of potatoes, followed by bell peppers, onions, ham or sausage, and cheese. Repeat these layers, ending with a layer of cheese on top.

In a separate bowl, whisk together the eggs, milk, garlic powder, salt, and pepper.

Pour the egg mixture over the layers in the smaller pot.

Add about 1 cup of water to the Instant Pot's main insert.

Place a trivet or a steam rack into the Instant Pot and set the smaller pot with your casserole on top of it.

Close the Instant Pot lid, set the valve to "Sealing," and select the "Pressure Cook" or "Manual" function.

Set the cooking time to 15 minutes at high pressure.
